Then why not just add that to Mr. Bobo?

I'd also rather see stat loss only be possible IF someone turned in your head rather than the current system. Having a few roaming NPCs in which you had to travel to turn in the heads would be awesome. Though the stat loss would need to be much lower (<1% per head?)

Or, turn boboo into a caravan of npc's. Rather than a town, have it be a travelling caravan. Similar to the khajit in the Elder Scrolls series. They roam from town to town, and camp outside for a short time. They have NPCs with different wares and quests/bounties. They are dynamic in their offerings as they travel. Perhaps the bounty would be regional based on the location of the caravan at the time of player interaction.

Ok OddAlice, I'm going to take a FunSomehow approach to this :D

There is only one NPC here, but caravan's typically have a few different people. There are 3 different caravans in Skyrim.

This caravan of Ahkari goes multiple directions. Leg 1

This shows the second leg of Ahkari's caravan, and how it follows the same road as another. There is also a dynamic alternate route the NPC's might take (Based on a roll event before meeting the intersection?) so that way players are forced onto other parts of the map if the need to reach the caravan.

One of the caravan's may be a loot route, a high level, random spawn even where guilds can group up and defeat an armored group for loot. It could be possible to make it a group even where PVP is discouraged and anyone who participates gets to share the loot, but gains criminal points. This would be good for smaller groups looking to live the criminal lifestyle.

Perhaps have wandering world bosses. Again, where anyone that takes part in at least, lets say 25% of the fight gets a change at a loot drop. There is nothing more awesome then accidentally running up on a large group of people fighting a non-quest boss. Again, this also gives a chance for rivals to meet up, without having static towns.
